Nip the beans and cut them into 5 cm long pieces. Heat the oil in a wok or large saute pan. Add garlic and beef and fry until the meat is well browned. Add basil leaves and beans and lightning for 1 minute. Add fish sauce and water and stir for another 1 minute until the beans are cooked, but still very crisp. Serve the dish with steam-boiled, long grain rice.
